Question: A U.S. Post Office loophole once allowed people to mail what now-illegal package?

Answer: Children. From 1913 to 1915, the rules about what could be sent through the mail were vague as new rules for the first time allowed packages over four pounds to be mailed. People immediately tested the limits by mailing eggs, bricks, snakes—and children. At least seven instances have been identified of that happening, including an Ohio couple who handed their infant son over to the postman for delivery to his grandmother a mile away. The cost: 15 cents for stamps and a little extra to insure the child for $50.
