 Trump Deploys Rare Option to Cut Spending
The White House plans to cancel nearly $5 billion in congressionally approved foreign aid in a rare “pocket rescission,” a legally complex maneuver that hasn’t been used in 48 years.
The federal rescissions process allows the president to make a request to Congress to cancel already-approved funding within 45 days. Congress did this for the administration last month to rescind funding for public broadcasting.
However, a pocket rescission skirts that 45-day window and avoids giving Congress a say by coming so close to the end of a fiscal year that lawmakers don’t have time to weigh in. The fiscal year ends on Sept. 30.
Democrats strongly criticized the move, saying it could endanger ongoing budget negotiations aimed at avoiding a government shutdown. The White House said the move was legal and expected the issue to end up in court.

Labor Day Travel to Hit Record Levels
Airports are bracing for record-level Labor Day travel this weekend, with the TSA expecting over 17 million people to move through its checkpoints over the next five days.
Many more people will be driving, and they’ll find gas prices on average to be cheaper than they’ve been in years. The Vacationer, a travel site, says its surveys show more than half of Americans are planning to travel over the holiday weekend.
The American Automobile Association said hotel rates are 11% lower this year than last, and car rental costs are down 3%. For those hitting the road, here are tips for the best days to travel and potential deals.
