 House Rejects Senate Bill to Partly Fund DHS
House Speaker Mike Johnson on Friday rejected a Senate-passed bill to fund much of the Department of Homeland Security, calling the measure “a joke,” and instead proposing an eight-week stopgap to fund the entire department, leaving the partial government shutdown in place.
The rebuke of the upper chamber came just hours after the Senate voted early Friday morning, at 2:20 a.m., to fund most of DHS, including TSA, the Coast Guard, and FEMA, while stripping out funding for ICE and border security operations.
The bill was approved by the Senate Friday as President Trump signed a presidential memorandum to begin paying TSA agents who are working without pay, with some airports seeing TSA absentee rates up to 40%.
Johnson said he intended to hold a separate vote “as soon as possible” on a continuing resolution to fund all of DHS, including ICE and border security, through May 22.

Iran Hackers Publish FBI Director’s Emails
An Iran-linked hacking group called Handala published over 300 emails and photos Friday from FBI Director Kash Patel’s personal email account, in what the group called retaliation for the U.S. seizing its websites.
The FBI acknowledged the breach, stating it had taken steps to mitigate risks. The bureau said the compromised information was historical and contained no government data.
The leaked emails date mostly from 2010 to 2022 and include personal and family correspondence. Cybersecurity experts told NBC News the hackers likely obtained the material well before releasing it, waiting for a strategic moment.
The Justice Department has accused Handala of operating as a front for Iran’s Ministry of Intelligence. The State Department has offered up to $10 million for information identifying the group’s members.

Map: Where State Income Taxes Hit Hardest
A new map of state income tax rates reveals a wide divide between where top earners keep the most and least of their paychecks.
California leads the nation with a top marginal rate of 13.3%, followed by Hawaii (11.0%) and New York (10.9%), while nine states, including Texas and Florida, charge no income tax at all.
Coastal states and the Northeast dominate the high end, while Sun Belt and Mountain West states cluster at the bottom. Several states are actively cutting rates, with 26 having reduced individual income tax rates since 2021 and Mississippi targeting full elimination by 2040. See the full map here.
