The proposal targets over $8 billion in foreign aid, including USAID and the African Development Foundation, and $1.1 billion from the Corporation for Public Broadcasting, which supports NPR and PBS.
A 45-day congressional clock starts once the package is submitted.
At the same time, Secretary of State Marco Rubio announced new visa bans on foreign officials accused of censoring Americans abroad, including from U.S. allies like the U.K. and Germany.
President Trump also proposed capping international enrollment at Harvard at 15%, down from 31%, following a freeze on $2.2 billion in federal funding and a block on the university enrolling foreign students.
He accused Harvard of disrespecting the country and said the money would be better spent on trade schools.
Rounding out the top five were Habit Burger, Shake Shack, Culver’s, and Islands Fine Burgers. The list was released in time for National Hamburger Day on Wednesday.
The list celebrates consistency, fan favorites like In-N-Out’s Double-Double—two patties, two slices of cheese, and all the fixings—and regionally beloved items like Culver’s ButterBurger and Shake Shack’s ShackBurger.
Despite In-N-Out’s slow eastward expansion, fans in places like New York are reportedly smuggling the burgers across state lines. See the full list here.
